to be the buty of the Colonial Secretary to record any observations that he may have to make on papers, in forwarding them to the Governia, but I fully beluve that the Secretary of State for the Colonie expects the Colonial Secretary to do this

out have little more to do than to sign letters embodying the Governors instructions and that could easily be done by the Chief Clerk.

I have endeavoured since I have been in this Colony to give as

much spistance

as is in my power to

the Governor by minating on papers in reference to what has been done previous occasions, to precedents in

analagous cases, or to the law
